Information has been received from a foreign source that Russia has made a secret treaty with Fung Yuk Taeung, Tseung Kai-shek, Luk Chung Lam and Fan Chung Sau. Fung will be the sxecutive of the Communist National Jovernment in charge of North lanchuria, Fung Tien, Kiriu, Hak Lung Kiang and Jehol. Russia will seni an expedition to help Fung to expel Cheung Two Lan, Tssung will be recutive of the national Government in charge of the 8 Districts in Hi-nan, kwong Tung, Kiang-su and Chi-kiang; Fan in charge of the 6 Districts in louan, Shen-si and An-hui; and Luk in charge of the 8 Districts in Chili, Lhantung, Chat Hia Yi, Sui Yuen, kan-su and Sin-klang, Russia will help them with arus to expel Tu Pei-fu. The treaty has been signed by Fung in Russia
as Chief Representative. Tsui Hin has been sent to take the letters of appointment back to Canton. Fung is making preparation to go back to Fing Ti Teun to make all the arrangements.
